"Excellence" for the Fox Cities is defined as: 

Community leaders and residents understand and address the needs of people that are vulnerable due to their age or handicapping conditions (children, youth, people who are older or have disabilities). As appropriate, these members of the community have the opportunity to:

• Be safe from abuse and neglect
• Be involved in the community through leisure activities, employment, and education
• Receive needed supportive care
• Utilize affordable and quality child care
• Have access to affordable transportation
